ok
Success!

1. With 2 exceptions (see below) the Bays Precinct (BP) should not be used for residential development.

2. The old Glebe Island Bridge must be retained, conserved and progressively re-activated as a direct link between the CBD and the passenger shipping terminal at White Bay (see below) and relocated Sydney Fish Market (also see below).

Now, working east through the sub-precincts:

3. Rozelle rail yards will continue to be required for Metro stabling, a possible Metro corridor, the light rail corridor and construction/filtration sites for the M4 East. Perimeter uses could include medium to hight density residential and open space (parks) depending on immediate air/noise impacts and whether space is available.

4. The thin strip of land at the head of Rozelle Bay beside The Crescent should become open space contiguous with Federal/Bicentennial Parks.

5. Rozelle Bay wharves 5-10 between Whites Creek and NSW Maritime should continue to be used for boat repair and harbour-related functions, with the Sydney Heritage Fleet relocated to the existing Fish Market site (see below). It seems a foregone conclusion that the dry boat storage facility will proceed, which is not a bad thing as long as the building is well modulated, low and not god-awful to look at.

6. White Bay Power Station must be conserved and adapted. Internal spaces are stunning and a complete line of machinery remains. Current demolition by SHFA neglect is inexcusable. Most suggestions for future use bandied around to date are non-viable - museum, theatre, restaurants etc. But the Disneyland suggestion, while culturally wrong for Sydney, got me thinking. I propose a mixed use (given the envelope's large size) combining circus (aerial rehearsal inside; big top outside), thrillseeker ride(s) inside and novice to extreme climbing gym (inside and outside). The building/s would be surrounded by parkland and the proposed White Bay Metro station activated. A commuter car park accessed from Robert Street East (opposite the old Marbright Steel complex) should be incorporated with the junction of Victoria Road and Robert Street re-engineered.

The former White Bay Hotel site should be acquired by Sydney Buses as a layover bus stop and additional Metro transfer point long-term.

7. Glebe Island wharves 1 and 2 facing Pyrmont (where HMAS Adelaide is currently berthed) should be adapted for super yachts.

8. Glebe Island itself, most recently used as a terminal for imported cars, should become the new Sydney Fish Market with a large car park. The harbour fishing fleet should be re-berthed on new wharfage facing Balmain - the eastern end of the former wheat wharf.

9. Glebe Island wharves 7 and 8 alongside the silos should continue to be used for bulk materials transfer.

10. White Bay wharves 1 and 2 (formerly used for coal) would be a good site for public boat launching ramps (earlier mooted for Bank Street in Pyrmont) and a public ferry wharf. Dual access from the Balmain peninsula (Robert Street) and the Ultimo-Pyrmont peninsula (via the old Glebe Island Bridge) should be provided.

11. The former White Bay container terminal (White Bay wharves 3,4 and 5) should be upgraded permanently for passenger ships as anticipated by the State Government, with coach access to the CBD via the old Glebe Island Bridge and pedestrian links to the White Bay Metro station and two new ferry wharves. The residual strip of land behind should be added to the Donnelly Street Reserve/White Bay Park up above.

12. White Bay Point (the slightly less artificial area between Camerons Cove and the Baileys refuelling site (currently White Bay wharf 6) should be open space with a visual connection with Ewenton Park and public access via Grafton Street. A second public ferry wharf would be sited here. Baileys, while providing an important service (and taking the pressure off Ballast Point Park for refuelling), should occupy only the barest footprint necessary.

13 (lucky last) The existing Sydney Fish Market is too small, lacks "character" and is difficult to access by car. Rather than the Fish Marketing Authority rebuilding on the present site it should continue trading there while the State Government stumps up the funds for a new market on Glebe Island. The Government should then sell or lease part of the Pyrmont site to City of Sydney Council for waterfront parkland, and offer the Sydney Heritage Fleet the wharves and a building or two to display its boats (in walking distance or a short tram ride to the National Maritime Museum on the other side of the Pyrmont peninsula). The rest of the site facing Pyrmont Bridge Road and Bank Street should be used for medium to high density public housing.
"}
