This means on the facilitation (carrot) side:

Enabling cycling, walking, buses, ferries and possibly tram and metro - all developed before traffic generating development is opened. Permeability for these modes across the site and through it to the existing suburbs should be a key focus of the master plan, ie

1. Paths through and across the site are safe and attractive - public areas includes the "roads" (that are not built for private vehicles). In particular, seamless and attractive paths to Anzac Bridge or Glebe Island Swing bridge.

2. New public transport terminals, new bus route, new ferry route, use of Glebe Island Swing bridge exclusively for these modes. In particular, new ferry to Barangaroo and CBD and new bus route from Robert St to CBD. When Metro gets cancelled and $5Bn becomes available, tram should use Swing Bridge and short new tunnel under Pyrmont to make a much faster route than existing wandering one.

3. Not sure about a park and ride facility - I can see it would be very popular, and could use either/all of a new ferry, new metro, new bus routes, etc, but car parks are dead space socially, and does park and ride actually encourage car use?

On the control (stick) side:

1. Not increasing car use, either from the development itself or by increasing road capacity for existing traffic, as this is proven to simply generate more traffic, by not building any new or widened roads (for cars) and minimising parking provision.

M4 east provision, as per the current CBD Metro plans, is a travesty of transport planning. My suggestion is that no widening of Victoria Rd or City West Link (for cars) takes place. Roads have enough land in Sydney already.

2. Glebe Island Swing Bridge is not opened for private vehicles.

3. No permeability for cars across the site. No to Mullens St being extended to Victoria Rd, no to linking Robert St to James Craig Rd for vehicles, no to using the rail under bridge of Victoria Rd for vehicle access.

4. If a working port is retained, it must retain heavy rail link. Future generations can take it or leave it, but not if we closed it.

None of this is crazy talk, it is what the integrated transport planners and environmentalist have been doing for years elsewhere.
"}
